Ingredients:
- 500g fish (mackerel or Tenggiri), deboned and minced
- 500g tapioca flour
- 2 eggs, beaten
- 3 cloves garlic, minced
- 2 tablespoons salt
- 1 tablespoon sugar
- 1/2 teaspoon white pepper
- 750ml water
- Oil for frying
How to make Empek-Empek
Instructions:
- In a mixing bowl, combine the minced fish, garlic, salt, sugar, and white pepper. Mix until well combined.
- Add the tapioca flour and beaten eggs to the fish mixture and mix well.
- Gradually add the water to the mixture while stirring until a smooth batter forms.
