Ingredients:

  • 500g fish (mackerel or Tenggiri), deboned and minced
  • 500g tapioca flour
  • 2 eggs, beaten
  • 3 cloves garlic, minced
  • 2 tablespoons salt
  • 1 tablespoon sugar
  • 1/2 teaspoon white pepper
  • 750ml water
  • Oil for frying

Instructions:

  1. In a mixing bowl, combine the minced fish, garlic, salt, sugar, and white pepper. Mix until well combined.
  2. Add the tapioca flour and beaten eggs to the fish mixture and mix well.
  3. Gradually add the water to the mixture while stirring until a smooth batter forms.
  4. Knead the batter for 5-10 minutes until it becomes smooth and elastic.
  5. Divide the batter into small portions and shape them into oval or round shapes.
  6. In a pot, bring 2 liters of water to a boil.
  7. Add the fishcake to the boiling water and cook until they float to the surface. This should take about 5-10 minutes.
  8. Remove the fishcake from the pot and let them cool.
  9. Heat the oil in a frying pan over medium heat.
  10. Fry the fishcake until golden brown on both sides.
  11. Remove the fishcake from the pan and drain on paper towels to remove excess oil.
  12. Serve the Empek-Empek with sweet and sour sauce and enjoy!
